NYSERDA Issues the Final Scope for the SEIS under SEQRA

On February 21, 2018, NYSERDA and DOE published the Notice of Intent and Draft Scope, followed by a public scoping period, through which approximately 2,000 comments were received. New York State Environmental Quality Review Act (SEQRA) regulations require NYSERDA, following the public comment period, to issue a Final Scope for the SEIS. A notice also appears in the New York State Department of Environmental Conservation’s Environmental Notice Bulletin. This Final Scope addresses a number of issues raised through the public scoping process, including potentially significant adverse impacts to be evaluated in the SEIS. NYSERDA and DOE will continue preparation of the Draft SEIS, expected to be issued publicly in 2023.

U.S. Department of Energy (DOE) and New York State Energy Research and Development Authority (NYSERDA) Extend the Public Scoping Period to May 25, 2018

DOE and NYSERDA have extended the public scoping period from its original end date of April 23, 2018, to now end May 25, 2018. Comments must be provided by May 25, 2018, to ensure consideration in preparation of the Draft SEIS. DOE and NYSERDA will consider all comments received by that date in preparing the Draft SEIS. The agencies will consider late comments to the extent practicable.

DOE and NYSERDA Hosted Public Scoping Meetings to Discuss the Notice of Intent to Prepare an SEIS for the West Valley Site and Draft Scope

DOE and NYSERDA held three public scoping meetings in New York (March 19, 20, and 21, 2018) to provide the public with an opportunity to comment on the scope of the SEIS. The three public scoping meetings dates and locations were:

• Monday, March 19, 2018, at the West Valley Volunteer Hose Company, Inc., Firemen's Memorial Hall and Training, 9091 Route 240, West Valley, NY 14171, in the Main Hall
• Tuesday, March 20, 2018, at Erie Community College, City Campus, Post Office Building, 121 Ellicott Street, Buffalo, NY 14203, in the Minnie Gillette Auditorium
• Wednesday, March 21, 2018, at the Cattaraugus Council Chambers, 12837 Route 438, Irving, NY 14081

Meeting materials are available on the documents page. The meetings included a poster session and time for informal interaction with agency and contractor staff, formal presentations by agency staff, and an opportunity for attendees to present scoping comments, verbally or in writing or both.

DOE and NYSERDA to Host Public Scoping Meetings to Discuss the Notice of Intent to Prepare an SEIS for the West Valley Site and Draft Scope

DOE and NYSERDA are conducting three public scoping meetings in New York (March 19, 20, and 21, 2018) to provide the public with an opportunity to comment on the scope of the SEIS. The meetings will start at 6 p.m. with an informal poster session and opportunity to sign in to provide verbal comments. Formal presentations will start at 7 p.m., followed by public comments. Notice of Intent and Draft Scope Published in the Federal Register and New York State Department of Environmental Conservation’s Environmental Notice Bulletin

DOE and NYSERDA have published the Notice of Intent to Prepare an SEIS for the West Valley Site and Draft Scope in the Federal Register and a summary in the New York State Department of Environmental Conservation's Environmental Notice Bulletin.

DOE and NYSERDA press release: DOE and NYSERDA to Evaluate Alternatives for Phase 2 Decommissioning of the West Valley Site

DOE and NYSERDA have issued a press release announcing that the agencies will evaluate alternatives for decommissioning the facilities and areas of the West Valley Site remaining after the completion of Phase 1 activities.

The SEIS for the West Valley Site Information Center website was launched on February 21, 2018. This website is the online center for public information and involvement in the SEIS for the West Valley Site.

DOE and NYSERDA will prepare an SEIS for Phase 2 decommissioning decisionmaking for the West Valley Site. Phase 2 includes the facilities and areas remaining at the West Valley Site after completion of Phase 1 decommissioning. This SEIS evaluates potential alternatives for these facilities and areas.
